THE TEN RULES OF KORA & KOMA

This session will cover some helpful reminders on the Kansas Open Records Act and Kansas Open Meetings Act in an easy to remember format, invoking the Ten Duel Commandments from the musical Hamilton. The session will also outline some best practices that will help practitioners avoid the pitfalls that come with KORA and KOMA.

Presented by Jay Hall, Kansas Association of Counties
Jay Hall joined the Kansas Association of Counties (KAC) in October 2018 as its Legislative Policy Director and General Counsel. He spearheads the legislative and lobbying efforts for KAC, as well as overseeing legal matters of concern to the KAC. Prior to coming to the KAC, Mr. Hall was the Chief Counsel for CBW Bank. Mr. Hall also has experience with the Kansas Legislative Research Department and the Kansas Racing and Gaming Commission. Mr. Hall received his Juris Doctorate from the Washburn University School of Law, where he also received the Ronald Pope award for outstanding oral advocacy. He holds a B.A. from Washburn University, where he double majored in Political Science and Sociology, graduating Magna Cum Laude.
